The number is the answer
You do not convert a CELPIP 7 into a CLB 7. The two scales already agree. If your result sheet says 7 for speaking, then your speaking result is CLB 7.
The simple match runs from level 3 to level 12. Below level 3, the published table is the place to check.
What a 7 means in each skill
Your result has four separate numbers. A 7 in each of the four skills means four CLB 7 results. There is no combined score to average.
Suppose listening is 8 and reading is 8. Writing is 7 and speaking is 6. You have CLB 8 in two skills, CLB 7 in one and CLB 6 in one. If your target is 7 in every skill, speaking is the gap.

One strong skill cannot cover a 6
A high listening result does not lift a low writing result. Each skill is read on its own, so a profile with three 8s and one 6 is not a CLB 8 profile.
This is where people misread their own result. They see three strong numbers and assume the fourth will be ignored. It will not.

What to do with a 6
Work on the skill that sits below your target, and leave the strong skills alone for now. If writing is the 6, write one timed email and one timed survey response this week, then check both against the task points.

Take one more full test when the weak skill has had a few weeks of work. A second result tells you whether the gap moved.

Is CELPIP 7 the same as CLB 7?
Yes. From level 3 to level 12, both scales use the same number.
Do I need a 7 in all four skills?
That depends on the program you are checking. Read the requirement skill by skill, because one strong result does not cover a weak one.
What if I score 6 in one skill?
That skill is CLB 6. Practise it first, then compare your next result with your target.
