Twelve is the top
CELPIP reports a level from 3 to 12 for each skill. Twelve is the highest number on that scale, and the CLB uses the same number from 3 through 12.
A 12 in one skill is not a top score on its own. The top profile has 12 in all four.
What 12 means in each skill
Listening 12 means you followed the audio and answered the questions without losing the thread. Reading 12 means you found the evidence and checked it against the options.
Writing 12 means both answers covered every required point in accurate, varied sentences. Speaking 12 means all eight recordings answered the task and finished inside the time with the reasons developed.

What a 12 answer does differently
In writing, a top answer does the ordinary things well. The email covers all three points, stays near 150 to 200 words, and uses a detail such as a date or a place.
The marked sample email shows the difference between a strong answer and a weak one. The strong answer gives a reason and an offer, then asks for a next step.
In speaking, a top answer starts with the decision. "I think you should take the apartment near the harbour" arrives in the first sentence, then two reasons follow.
Why you may not need a 12
The Express Entry guide compares the CLB 7 and CLB 9 rows for Federal Skilled Worker. A 12 sits above both rows.
A higher score can matter for some programs and some points tables, so check the page for your own route. Do not assume that 12 is the only useful result.
If your target is 9, spend your time closing the gap to 9. Chasing 12 in a skill that already sits at 10 takes time away from the skill that is still short. Use the free practice set once to see your current level before you aim higher.
